Q1:Raise tax to increase public spending and initiate some programs within CONTIGO (The Government has developed an explicit conceptual framework and set of programs for reducing poverty called CONTIGO)— OPORTUNIDADES, MICRORREGIONES and HÁBITAT, such as ISSSTE pensions, tertiary education and IMSS benefits for active workers. Using cash transfers as incentives for poor households to send their children to school and attend health clinics. In a word, raising the human capital (secondary and tertiary education, health and nutrition) of the poor people.

    Q2:These social programmes have made some achievements, however, there are also some potential problems need to solve. 1) Better mechanisms to deal with unemployment risk are needed. 2) Increasing public spending to fight poverty must be based on heavier tax burden or debt burden, so there is a underlying problem about the continuity of these aids to the poor. 3) The programs didn’t reach the poor very well, especially for poor and indigenous groups. This group of people are suffering from low and variable education quality and lack of social protection. (Most existing social protection programs are oriented to the formal sector, including pensions, health and unemployment benefits. There is a clear need to expand social protection to poorer and informal households.) 4) Future income gains amongst the poor will depend on overall growth and growth patterns, especially the pattern of job creation. Because job-creation requires private investment, poverty reduction is inseparable from a competitiveness and growth strategy. Therefore, macro stability, infrastructure provision, tackling private sector protections, and measures to improve logistics are all important.

  2. How is Mexican government reacting to poverty?

    Mexican government is trying to reduce poverty in the country for example by social programs and new laws. The government has started a program called CONTIGO, which recognizes dimensions of poverty and complementary domains of public action, across the life cycle. There is a few other programs within CONTIGO, such as OPORTUNIDADES, MICRORREGIONES and HÁBITAT. These programs concentrate mostly on the social issues.

    A new law on Social Development has also been made. It states that the municipalities will be the main executors of some social programs and the social development spending should not be reduced any year. Implemation of this will be challenging though. The government has increased spending which has enabled some social programs to expand.

    Are these public programs enough to alleviate poverty?

    These programs have helped somewhat but so far they have not been enough to alleviate poverty. One of the main problems with these programas is that they do not reach all the people and areas in Mexico. There should also be a tax reform to be made to be able to finance the increase in economic sector spending, social development spending and transitional costs of pension reform. This tax increasing reform might be the most efficient way to allivate poverty if the tax-money was used effectively. There is also still a lot of inequality in incidence.

  3. There is no news that poverty exist in Mexico and conditions seem to be worse the longer from the city thar you live, where in the rural villages there is a high level of poverty.
    The government has now developed different programs within the the framework that is called CONTIGO. Within the framwork you can find several social programs and new is also that municipalities will be the main executor for some of this social programs and the budget set for the program iis not allowed to be reduced. Within CONTIGO you can find for example programa de Oportunidades that aims to give more money to the family. Furhermore you have programa de Capacidades that helps to finances scholarship, the programa de Segurro Popular is for improve the the health insurance system and programa de Patrimonio is for build more accommodations.

    It is a good start, the first step to change anything is to pay attention to the problems. However, it is a work that is complex and on a long term basis and the implement is challeging. The changes will not happen the next day, the next week or not even the next month. What you also need to keep in mind that the Mexican society is still based on a social hierarchy, there are those groups that might need more help or help to actually benefit from the help that is given. It might be easy to construct and contribute with help but you need to make sure that the receivers are able to receive the help at the same time. A succesful development also need to include an economic development where the social programs and the economy can collaborate.

    I think that poverty in Mexico, has been present froam a long time ago. But it has been made more evident with the passing of time. As the gap between rich people and poor people keeps stretching.

    the article talks about the trends and the programs the government has announced and will and is implimenting all acrross the country. But I don't think the whole benefits of this is being shown in the imporvement of life quality for the people intended to be. A lot of money does not arrive to where it is intended to be.

    The characteristics of the assistance these people need is different, education and health must be imperative and this is not met with this programs, so I tthink the strategy should be re evaluated and approach this problems in a different way.
